Outlook Not Able to Create a Message with Restricted Permission

  1. Open the Registry Editor and take a backup by clicking on File > Import, go to the location where you want to store the file and click Ok.
  2. Now, go to HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\DRM.
  3. Right-click on the empty space, select New > DWORD (32-bit) Value, and name it “PreferredRmsPackage”.
  4. Double-click on PreferredRmsPackage and set its Value data to 1.
  5. Click Apply > Ok.
